Eg. the current closures and detours on 101 and University in Palo Alto are only available as a PDF colored map, and Sierra snow closures are in free text
Whether that info should be provided by the authorities in machine-readable form seems a separate question from whether the mapmakers have a responsibility to make sure they're not directing people into fire-ridden neighbourhoods.

fwiw, we had a similar issue in Israel last year where nav apps directed drivers to routes with dangerous riots. was solved quite quickly, I assume by communication (probably not machine readable) of authorities and operator.
