I've read that review, but both the review itself and nearly all citations are arguments/evidence against independence, not for.
I didn't read the review that way at all. Rather, quite a few people seem to take independence very seriously as a possibility.

It's true they haven't made much progress. But they haven't made much progress on the other possibilities (P = NP, P != NP) either.

I know some people are impressed by Razborov-Rudich as evidence for independence. (I think it's weak, though the result is interesting)

Yeah. I think a lot of people think P != NP is "nearly impossible to prove", but that doesn't mean they're not seriously interested.
