Discussions of peer-review should address attention inequality. Formal review smoothes the rugged landscape (if only by a bit).
What's the evidence formal review smooths the landscape? My anecdotal impression is exactly the opposite.

My anecdotal impression :). I have had 7 arxiv papers, only got serious feedback through the formal review process.

Also, most of the arxiv papers in my field that are quickly discussed and tested come from very established last authors.
