No - these solutions can be done unilaterally. Indeed, that may be a bigger concern. Eg, aerosols could be deployed by one billionaire.

The aerosols could even be deployed in secret, which might make for a nice plot point. Or imagine the strife over a sun shade...

Especially since the effects are uneven. Eg aerosols won't uniformly decrease temp, but will have diff effects in diff places

My understanding is that it could be done today, relatively easily and cheaply, with the right aerosols.

Building enough solar+ storage for current world usage might actually be cheaper (and is definitely cheaper if you account for power sales!)
