I have Chinese dictionary. Uses some lexicographic combination of "standard" ordering on the radical and number of strokes.

You can also romanize characters and then do an alphabetical sort.

I was told by a Chinese post-doc in Japan that there are sub-parts to the characters, and a traditional order for those.

I've also seen an index ordered by the total number of strokes in the character. I don't recall how ties were broken.
