I expect it's a toy, but probably quite an interesting one. Interesting to ponder mashing this kind of thing up with DAOs.

I remember reading several interesting papers circa 1990 using Prolog to express laws or discussing the idea. There is still value in exploring the idea, even if it never becomes practical as more than an exercise.
