Maybe they would. But that doesn't appear to be what the Economist is claiming.
I don't think that's incompatible with the Economist's claim. My read on the Economist quote is that it implicitly recognises that political bandwidth is limited, and there is widespread agreement about what the top priority should be. I accept it doesn't say that explicitly tho.
That seems like a reasonable (somewhat different) read. It still seems like an assertion of an entire profession being, at best, myopic.
