Not really. It's possible to get QM from an action principle, but it's pretty artificial (and rarely done, it's quite poorly known).

I'm not referring to Feynman's sum-over-paths formulation (which every physicist knows). I mean a way of formulating Schroedinger's equation as an entirely classical equation of motion on a classical phase space. Sum-over-paths is something entirely different.
IIRC Kingsley Jones and Steve Weinberg independently wrote some papers about related ideas in the late 1980s. TBH, I can't suggest a particular paper, because I only ever glanced at them. Jones told me the results, and I worked out details in my notes.
