They operate as a library. My understanding is that they keep a physical copy of every book they lend; if they lend out 5 copies of title, that means they have (at least) 5 physical copies.

Are you sure? I've just downloaded 5 books (PDF and epub), no registration. Unless the books somehow become inaccessible while on my disk, I have them now.
