A researcher spends ~116 hrs applying for each federal grant. Do grant applications need to be so long? If I were head of NSF/NIH I'd try a pilot w/applications that take only ~8 hrs, then see if the research it funds turns out any less valuable than normal. Has that been tried?

It'd be nice to try with applications that take 60 mins, too. It may be surprisingly hard to distinguish outcomes, in at least some fields. The Pareto principle applies so viciously to creative projects.
