The comment seems a little peculiar: Feynman does talk about being motivated by Bell etc in his paper. At least in the version published in the Fetschrift in honour of David Bohm. (My undergrad thesis was about Bell inequalities and quasidistributions, motivated by that paper.)
OTOH there's at least two versions of the paper. Maybe the other version is the version Peter has seen, and it doesn't talk about Bell etc?
