LRT: This applies to lots of skills. Contrary to the popular idiom, practice does not actually make perfect, but it can make you decent enough that you can get something acceptable without too much effort.

I think that's way too high a standard to apply to normal public speaking. If your goal is to do public speaking at a super professional level, sure, but most people can get into the top 1% of public speakers with some careful thought and low double digit hours of practice.
