To be clear, that solution in science has many genuine problems. But it works a lot better, IMO, than the current situation for a lot of open source, and is worth trying. Essentially, a university (or research institute), but with open source as the output.

This is a brilliant idea. Would love to help make this happen. What do we need to start? A wealthy benefactor? Or better to find an existing institution to work with?

Has any government ever tried an Open Source Software tax? Implementation details would be tricky. Maybe start with Fortune 500 companies and funds would be specifically earmarked for OSS maintainers.
