The issues thread looks like people with tribe-level norms disliking a state-level solution. But open source is big enough now that tribe-level norms can't work well. The trade-off is *what* sort of less friendly solution we want

I think the academia approach is promising, with one caveat. Academic institutions create value by bestowing their currency, prestige, onto good researchers. But open source maintainers want the currency of money. That suggest corporate institutions, not academic ones
