Interesting. My more-or-less-home town (Brisbane) almost ran out of water a few years ago. The newspaper started regularly printing a graph of dam water levels on the front page. AFAICT it helped drive people to reduce water consumption, & the graph gradually flattened

Anecdotal, obviously. But wasting water in public - e.g., hosing down a footpath - for a while became a good way of getting yelled at by random passersby.
