What about this can you implement? If you have an oracle that can tell what's conditionally independent, you can derive some plausible causal models and maybe get some directed edges... but without that, what can be done? Anything I'm missing?

Well every application needs to work out when directionality is identifiable. In the fields I work in we don't have the information to work this out yet. People create experimental manipulations whose mechanisms aren't understood, the interventional distributions are unknown.
