Very interesting! Looks like effectively an invitation to de novo create a new research division. That really is different to a lot of classic moves; eg most big new centers use mostly pre-existing personnel.

It's unclear that the resulting division will be all that unusual (in this specific case), but just using this unusual initialization/booting up procedure seems noteworthy.
