I wonder about moving to an all-helicopter approach for that and other essential functions (police, fire, etc). Trucks and things like food supply would still be significant issues.

Or width of road is inversely proportional to density of people -- smallest roads are just big enough for emergency vehicles, deliveries by large vehicles are time-of-day restricted, networks of paths too small for manned vehicles but big enough for pedestrians.
