These rankings are completely meaningless without context. Grad school? Undergrad? Which department? Which programs/profs? Education, societal clout, tech, etc.?

Often these rankings take into account reputation surveys and publication counts, which do not change rapidly

Central limit theorem. The more categories and granularity, the more likely it is that solid all rounders will climb past the smaller, more nimble or less comprehensive places.

Similar effect in gymnastics or piano comps, aggregate voting elevates the strongly inoffensive, while often penalizing the divisive, controversial, and exciting contenders.
