You think I could successfully apply for a UCLA professorship if I had enough sufficiently awesome papers on GitHub?
If UCLA was serious about the advancement of knowledge, and not merely proxies and increasing their overhead, the answer would be a clear "yes"; indeed, they'd view that as a competitive recruiting advantage over places which don't do it.

Robert Solovay supposedly received tenure at Berkeley with zero academic publications, based on a single (circulated) handwritten preprint (source: https://rjlipton.wordpress.com/2009/05/21/i-hate-oracle-results/ … ), so that, in the older days, something like that was possible.
