The long-term sustainability and pricing and maintenance of GH pages is a real concern. Things like LOCKKS https://www.lockss.org/ and the Internet Archive aim to solve part of the problem, but it's definitely only part. I worry a lot about this for my projects.
With that said, millions of papers are published per year. Bandwidth + disk space + DevOps + other overhead ought to be 1-2 orders of magnitude lower than the Internet Archive (which is far, far larger). So I'd guess that at scale < $1 / per paper per year, maybe much less.
And that is just for barebones hosting.
