Really interesting! Who claims that it's too cheap? I haven't heard this argument before (I'm not sure what it could mean).
"too cheap” refers to the fact that solar geoengineering's apparent low deployment costs could allow a state (or other actor?) to implement it, with global effects, even in the absence of international agreement.
