The term "disruptive", and probably "interestingly novel", imply that the research eventually was widely used (=cited). But on this definition, a paper can be "disruptive" even if it was only cited by one other paper, as long as that other paper did not also cite the references?
lots of variants with weights to make it less sensitive to that type of issue. But I agree, it does not make much sense to compute this index for seldom-cited works.
