Herb Simon first wrote about this in 1971. Michael Goldhaber had a nice article on it it Wired in the mid-90s, later reprinted in an academic journal: https://firstmonday.org/article/view/519/440 … My book Reinventing Discovery is in large part about attention allocation as a collective problem.
