Actually JFK clearly states that he's not interested in space and he's do it because of the progress of soviets that launched Sputnik.
@elonmusk it's the first person who plan a crazy mission out of any political reason.
Reading the entire speech (https://er.jsc.nasa.gov/seh/ricetalk.htm … ) yours seems like a misreading of it.
