What are the most beautiful video games ever made? Not just visually, but the overall experience?

I’m wondering a lot about the games listed here which I thought/assumed were story vehicles with limited focus on “gameplay” or how to interact. Is Skyrim or Last of Us (I haven’t played them) beautiful on the “interaction” axis where Portal or The Witness shine (imo)?
I don't really think so. In Skyrim I mostly just love the world. In the Last of Us it's the movie aspect - characters and script.
