Hope this isn't pushing the analogy too far, but the fruits on the tree can vary in size dramatically. Harder to pick, yes, but ultimate payoff can still be huge.

Also, through science history, I bet many times scientists felt `low hanging fruits` are all gone. eg. eras of Euclidean geometry, Newtonian physics etc.
