Totally agree productivity in science has been declining though I’m less confident than they seem that it demands an institutional response. Seems fundamentally driven to me.

Although I think I would whole-heartedly buy a more positive frame: scientific progress is hugely important for human wellbeing in the long run, and anything we can do to improve it (esp productivity improvements) are therefore super worthwhile.
