      Pretty sure part of the answer is that the most valuable ideas create new narratives that are completely outside (& eventually redefine) the mainstream. But to get funding - in either academia or tech - you need a somewhat plausible starting narrative.

          Yes—distance from core creates a need to justify new action because it is by default illegitimate. It is this illegitimacy that largely explains the fringe source. Being legitimate is a drag. It is not quite that simple though. New narratives also come from reconnecting the past.

          Your question could accordingly be restated: why do innovation systems fail to make do with their legacy? Quite possibly because their legacy is so bound up with our current ways of being that we lack the vision to dig deep enough. After all this was once the function of oracles.

          Successful companies put together teams with highly complementary skilled people, create an atmosphere of respect between generalists and specialists, and fail forward. Academia e.g. is in many fields a remnant of a feudal top-down model, making the above practically impossible.
