To receive an award or promotion of any sort, you have to apply for it, or the person forcing it on you risks disappointment. Respect her agency.

If the offer to promote was made and a choice given to her to fill the paperwork and she didn’t , that would seem a fair comment , IMHO. Nobel caliber work stands out whether it does get it eventually or not.

I’m told is surprisingly common to avoid undesired responsibilities with very little upside. Know at least two people who did the same.

Depends on the place. Can involve a noticeable salary raise. Of course, some may consider that "very little upside".
