Likely effects: in the short run may be good. Over long term: lock-in, stagnation, lack of competition, & eventually obsolescense. We actually have a long-term (informally) mandated open science platform already: it's called the journal. Worked well for a long time, but got stuck

In general, it's something I wonder about a lot. What you want is a very competitive market, where there are large rewards motivating innovation in the public interest. At the moment we're a long way from that, and not every open science proposal will move us that much closer
