I'd say it's more like: we have pathetically crude technology, don't appreciate our miraculous institutions, and blame errors on emotions, 'biases', and other alleged defects.

It can be true that we don't sufficiently appreciate our institutions, and also that they're extremely primitive compared to what is possible. I suspect one day they'll look like flint axes.

(I largely agree about technology: from a particular vantage point it's godlike, but from the viewpoint of 12018 CE it will look like flint axes...)
