Yes. I've talked extensively to artists about it - many have the exact same complaint, but say it's necessary. There is a (much weaker) version in mathematical areas: ppl will sometimes make things more obscure than is necessary to increase chance of acceptance.
I've always been dubious that this helps much (if at all), but it's a common complaint among actual practitioners. However, the simplest known expression of mathematical ideas is often quite complex.
That said, I'm sure there _are_ complex artists' statements which are necessarily complex. A fun exercise is to try rewriting statements in ways that entirely preserve (or actually enhance) meaning, while simplifying the language. This is often very revealing.
