The context here was that the person had been invited in to give a fresh, external set of eyes. Which is sometimes useful - even a highly competent person who works hard on something for years can have important blind spots.
This is a common pattern at the level of criticisms of entire industries too. Companies that start with a desire to do X, Y, and Z different often discover that there are good & hard-to-see reasons why X, Y & Z were done in the old way previously, even if they seem obviously bad

The place I've seen this most often is new research institutes. Which often start with a desire to do things differently than Universities. There's tonnes broken in Universities, but often this turns into a long, painful education in understanding why those compromises are common
