This pattern is very common. Albert Einstein didn’t sit down thinking “I should reconceive of space, time, mass and energy.” Rather, he seems to have started out bothered by some inconsistencies between Maxwell’s equations & Newtonian physics, a “what’s up with that” approach.

Agreed, and I think it's because at it's nature, on the cognitive level, research is a discovery process, not a goal driven project like endeavor. While, there are many small goal like steps, one should maintain the exploratory mindset, embracing the uncertainty of the discoverer
