Yeah, Transformers isn't a particularly great action film. Marvel stuff is a much better example.

Here you're another datapoint in favour of @michael_nielsen's argument! Many Marvel films have strong narratives but almost all of them are terrible action films.

What defines an ‘action movie’ in this context and why is say, Black Panther, worse than say - Terminator 2.

I'll admit not having seen Terminator 2 but Black Panther is a perfect example. It's a good movie with a great cast but the action scenes are totally incoherent. The blocking is so bad that they need giant punching sound effects just so you know when someone's been hit.

I kind of enjoyed the frenetic discombobulation of the first fight scene in the pitch dark jungle but then I realised every action sequence in the movie was going to be like that.
