Harmony. Steep learning curve but so worth it because it's a maya-like all-in-one that can do every step of a production. The AMB animation academy guy likes to actually use Storyboard Pro to do his hand-drawn traditional animation. (It functions that way surprisingly well.)

I'm actually doing some warmup animation in Harmony right now as part of a new years resolution to do a little bit of personal-work animation every single day.

Harmony and Animate cc (flash) They are both great and versatile softwares. Harmony is superior but they'll both work fine if used right.

Digicell Flipbook was pretty darn good back in the day but in all honesty I haven't used it in a long while. I'm a Sketchbook Pro flipbook guy these days (when I actually 2D, which isn't often enoug)

Aseprite is great for pixel stuff
