Lot of #SeaOfThieves criticism is leveled at lack of vertical progression or severe consequences for failure. The game's designed entirely around low barrier to entry and ensuring others can play together, which makes those asked-for concepts at odds with the philosophy.

I do think the other factions will help, but ultimately it's a game that kind of expects you to make your own fun at times. Some people are into that, some not.
