They don't even have 50 votes, so that's kind of irrelevant. More to the point, the *reason* the GOP needs 60 votes is that they burned their 2018 budget reconciliation bill on this rush-job tax reform stunt. They get one a year, and they wasted it. Ruling: the joke stands.
