PSU off all day, turn it on (no weird turning without pressing pwr button behavior) press pwr button, gets to windows logo (!), shuts down.
So PSU is seeming more likely. Just don't think I have troubleshooting in me until Monday when I get back from a birthday trip.

We use the thermaltake psu tester at work. It's around $30 dollars. Might be worth it. Simple to use too.

its the psu, i had this exact issue, replaced alot, until i opened my psu and saw the blown caps
