it completely obsoletes all your pre-Arcterra content. There is zero incentive for the average player to go do it at max level
I think that's creating a fictional situation that really probably doesn't happen very often.

low level PvP? Even more dead after this, same for leveling dungeons. It removes players from the leveling experience
