If we're in a drought, why did I just drive past a random sprinkler watering the parkway I was on?

lots of these roads around here say parkway on them. Is that not a thing? I thought it was just another weird CA thing.

Oh! Well all streets here have a modifier. Rd. Pkwy. St. etc. Yeah. But those are mostly omitted.
