Connecting with everyone is just silly. People you don't know spoil the quality of your LinkedIn network. it moves lvl3+ contacts to level2 contacts. I frequently clean up my network (mostly remove recruiters...) - the quality of recommendations improves by a lot. Try it.

Do y’all think it’s appropriate to reach out if you’re applying to a team? For example; applying to the community team, I might reach out to connect with that team - especially in “social” communication roles.
