Definitely room for improvement in both areas, but I didn't stumble on any of it as hard as I did over simple interactions like picking up items, taking cover, or hitching my horse. Pretty much a constant struggle.
I guess. I don’t know that “hitching my horse was annoying” will be MY takeaway in 10 years. Most of those seemed like interactivity issues and bugs more so than actual “control” of the character. More flabbergasting was a seemingly total lack of concern or care to patch them.

There wasn't a single climactic moment in the game that wasn't ruined for me by fumbling with the controls in some way. Every duel, shootout and horse chase was at some point punctuated by me going "wait, fuck, hold on.. No don't jump up there, get back into cover WTF ARTHUR"

To clarify, I don't mean control mapping but actual movement/aiming/cover systems. I get what they were going for with the heft of the interactions and it works well in a lot of places, but I'm convinced the snappy controls of something like MGS would have just been more fun.
