getting charged tax on amazon seems intermittent now, what changed?

I tl;dr'd on this, but here's the Amazon article on it! https://www.amazon.com/gp/help/customer/display.html?nodeId=468512 … I've been seeing it a lot, too, and I got charged tax on my NCoin card purchase for the first time in a while.
Were they non-Prime/non-Amazon sales? Only thing I can think of is them not forcing third parties to collect tax who sell through the platform.
