I' don't pretend to understand all the laws but here in Maryland it's considered an "at will state" where they can fire for you just because.
Yeah same here, but layoffs are treated differently once you reach certain thresholds. I think it's 50 people to trigger the WARN act.

I was laid off once by a company that cut 5 people less than the threshold to avoid payouts and having to report it publicly.

Yeesh. Well, I believe that it's not exactly cut and dry, and I think some lawyers may take cases to try to prove they purposely stayed under the threshold to avoid meeting the requirements.
