Give people a longer time period to vote (mid-may and early June were on the table) and allow the Secretary of State to mail out absentee ballot application forms to registered voters with prepaid postage, eliminating one step from the process.

OMG they don't just automatically mail them to you?? We don't have prepaid return envelope in Oregon but there's a bunch of drop boxes around. All states should always vote this way. Full stop.

In WA State, we can drop our ballots in secure lock boxes at our local libraries. Yes, this requires some form of transport but no more than required to vote in-person, and it eliminates postage.
