What does the black stuff or the grey stuff mean or how bad is the blue stuff? What times we talking? Im near manchester/Liverpool is it gone by 12?

Any explanation why we are getting frequent storms or strong winds many times throughout the year? This mainly happened during Autumn in the past but now common even over the summer months.
