One thing Twitter (and any other timeline/feed) could do to be more "healthy" for users, is simply not show new information when you close a tab showing the timeline and then immediately open a new one. A browser extension could also watch for this and ask if you are sure...

Twitter simply doesn't have enough resources. So it says what it "might" do, and calls it a day. This means civil society will likely be the ones flagging potential violations. But Twitter now has *given itself the authority* to act on those, whereas previously it could not.

FB has more infrastructure & policies already for addressing harmful content (such as other policies around harm and 3rd party fact checkers which can label things without FB making the call). But their policy remains too narrow, even if there were enough fact checkers.

This may be due to a difference between Twitter and Facebook. Facebook is somewhat less likely to announce a policy it can't implement and scale, since it has more resources (& more risk). Twitter "aspires" to things. Applying any rule consistently would be nearly impossible.

It's still a very significant useful step, as it gives Twitter clear direction. It means that high profile cases can be addressed ad-hoc as soon as the rule is in effect. It then gives Twitter the flexibility to experiment with the best ways to operationalize this framework.

Twitter's policy by contrast is a bit vague on what will actually happen. Full of "may" and "likely". I see it more as a framework and philosophy, than as something that can be directly used as decision making criteria. But that's fine.

One thing that might be particularly great: if labeled content is *pixelated by default*, as in their example (and you must click through the label to remove pixelation). The spirit of Twitter's rule seems reasonable at least: (1) Remove manipulated media likely to impact public safety or cause serious harm. (2) Label everything else. I just ran an interesting tiny experiment. I took a news article (AP) that was despised by someone—and asked them to edit it. They were from the country being written about, and they thought the article was harmfully (and offensively) misleading. The edits ended up being small!

The reader thought that some edits were fine but unneeded — they provided context that reader already had. But one particular edit illustrated something more nuanced about the situation, and that did impact their takeaway from the article. The edit made the article better.

Update: Follow-up experiment. I had another person who is not in the community being written about read the original article, and give their overall takeaways and impressions. Then I showed them the suggested edits to see if that changes their impression.

See what is annoying an audience and if there are reasonable changes that can address that (which fit well within what an ethical editor might ask).

How it might help ideas, from simplest to craziest: 1) Post-hoc to inform editorial guidelines. 2) Occasionally pre-publication when timelines allow. 3) News orgs can provide tools for readers to suggest edits to stories post-publication. All build trust & build audiences.
