Well, each patch is its own separate ideology or 'whatever-it-wants-to-be'. However, this only work if no patch proceeds to dominate other patches. Sure, have your fascist patch, just don't expect to invade other patches - this is where the work part comes in.

I once saw a proposal to give each patch a single nuke. and it could only be launched if 2 more neighbouring patches agree to its use. but its in the context of zero tolerance towards territorial expansion. lol

I think patches will be extremely small. nothing like vast territories we see today. My own particular proposal is a mix of bioregional patchwork tied directly to watersheds.
